1. On Wednesday, August 29, 2012, Ms Gillard launched "Pacific Women Shaping Pacific Development", which is an initiative—reportedly a personal one of hers—for propagating Feminism throughout the Pacific Islands at a cost of $320 million (over a decade) to Australian taxpayers, part of which sum will be spent on "reproductive health (including family planning) education, awareness and service programs".

My inference that part of that $320 million will be spent on "reproductive health (including family planning) education, awareness and service programs" follows from the identification, in the "PACIFIC LEADERS GENDER EQUALITY DECLARATION" (Annex 1 to the "43rd Pacific Islands Forum Communique"), of "[e]nsur[ing that] reproductive health (including family planning) education, awareness and service programs receive adequate funding support" as one of the "specific national policy actions to progress gender equality in the areas of gender responsive government programs and policies, decision making, economic empowerment, ending violence against women, and health and education"; one can also infer it from Ms Gillard's media release of Wednesday, August 29, 2012 titled "Addressing gender inequality in the Pacific", which says that

We know that violence against women and poor maternal health outcomes persist in this region.

Promoting gender equality is about addressing these injustices. …

I highlight here the two articles in question for some of the facts and figures which they report. From Ms Irvine:

... Two thirds of marriages in Australia are performed by civil celebrants rather than religious ministers. ... In the mid-1980s, 60 per cent of the population aged 15 and over were married. By the early noughties, this had fallen to 55 per cent.

The proportion of the population who will never marry increased from 29 per cent to 32 per cent.

Meanwhile, the probability of marriages ending in divorce has risen. The Bureau of Statistics estimates about 28 per cent of marriages entered into in the mid-1980s could be expected to end in divorce. By the early noughties, this had risen to 33 per cent. ...

7. More on 'sleeping rough' by the homeless

According to the Australian Bureau of Statistics (ABS), on Census night in 2006 the homeless population in Australia was 105,000. There are more than 27,000 living in NSW, a figure that has seen no decline since 1990 (ABS 2009).

The bureau’s most recent report on homelessness – Counting the Homeless, 2006 (which includes data from the 2006 Census and other sources, such as the Australian Institute of Health and Welfare) – found that primary homelessness, such as ‘sleeping rough’ or in an improvised shelter, accounted for 16 per cent of all homelessness in Australia.

On ‘social justice’

The Australian Catholic Bishops’ Conference 2008 Social Justice Statement A Rich Young Nation: The challenge of poverty and affluence in Australia is out now. I have read it and I’m afraid I was not impressed. It seems to me that the big problem with this, like much in post-Conciliar thought on ‘social justice’, is that the term ‘social justice’ appears to confuse the cardinal virtue of justice with the theological virtue of charity, or even to conflate the two. Now I know that there is a close, harmonious relationship between all the virtues and that, if I recall correctly, St. Thomas described charity as the mother, mover, form and root of all the virtues. But nonetheless, justice is, though not separate from charity, still distinct from it. To put it simply, justice is about giving to someone what he is owed, whereas charity is giving to someone of what is one’s own. This appears to have eluded my Lords the Bishops despite the fact that they quote H.H. The Pope saying, in the Chairman’s message, that “The Church cannot neglect the service of charity any more than she can neglect the Sacraments and the Word.” The Bishops quote St. Basil the Great saying that “the acts of charity you do not perform are so many injustices that you commit” yet I wonder whether ‘injustices’ was the best translation; perhaps ‘wrongs’ would have been more apt.

Another problem in the document is the concepts of affluence and poverty that it uses. The document quotes Prof. Clive Hamilton on the problem of ‘affluenza’ saying that

When people see wants as needs, it is not surprisingthat two thirds (in a Newspoll survey) say they cannot afford everything they need. And their feelings of deprivation are real, since thwarted desire is transformed into a sense of deprivation.

Similarly, the characteristics that the Bishops assign to the condition of poverty are heavily based on ‘feelings’ and evade the distinction between absolute and relative poverty. Yet if poverty is sentimental and relative then those suffering from ‘affluenza’ can be considered legitimately ‘poor’!

I would be interested to hear readers’ opinions on the matter.
