Immediately before posting this part of this issue of "Notes", I changed the name of the "Reference links" section of this blog's sidebar to "Reference or research links" and added to it links to

2. On May 11, 2018, The Pope approved a revision of the so-called Catechism of The Catholic Church; according to the new version of that document, "the Church teaches, in the light of the Gospel, that “the death penalty is inadmissible because it is an attack on the inviolability and dignity of the person”"

The Rev. Fr. John T. Zuhlsdorf gives, in his August 3, 2018 blog post "“HEY! Wait for me!” Latin of change to CCC 2267 about capital punishment now available.", an English translation of that Daily Bulletin item's Latin translation of the revision, side-by-side with three official versions (namely, the Italian, English, and Latin versions) of that revision:

And The Rev. Fr. George Welzbacher offers, in his January 3, 2019 article "The Revised Catechism Section 2267 . . . What The Latin Text Actually Says" (ellipsis symbol in the original) at The Wanderer's website, an alternative English translation of the official Latin version and maintains that that Latin version is consistent with the Church's Traditional teaching:

The problem is that such consistency can only be obtained at the expense of consistency with H.H. The Pope's intended meaning of the relevant portion of the Address which the Catechism now quotes. (See the third of the following bullet points for more on that Address.) In other words, were Fr. Welzbacher correct, the official Latin of the Papal quotation in the Catechism revision would be a mistranslation.

I don't know whether it occured to His Holiness, but The Pope's points regarding "integrating in development all those elements that render it truly such" (those elements including "the economy, finance, work, culture, family life, religion") and "integrating among them body and soul" ("them" denoting, apparently, people in general) can be considered points in favour of having a Confessional State and union of Church and State.

… The ‘conventional’ notion of many Christian thinkers about human government as part remedy, part punishment for the Fall of Man, led to a depreciatory view of political institutions and activity.

Harder, but perhaps not impossible; perhaps when The Pope spoke critically of Confessional States, His Holiness understood 'Confessional' in the sense of, as we in Australia would usually say, 'denominational', and thus the criticism would not necessarily apply to a State which confesses Christianity 'generically'. (Just to be clear: I'm only trying to understand The Pope, not defend His Holiness, and the more likely explanation for The Pope's discordant statements seems to me to be that in the La Croix interview, His Holiness spoke his mind, whereas in those two Armenian addresses, The Pope read texts prepared, at least partly, by someone else.)

3. Mr. Lawrence on Family Tax Benefit B and horizontal equity:

… What we point out in paragraph 27 of our submission is that family tax benefit B is a hybrid kind of payment.

There was an interesting article by Judith Sloan in The Australian about a month ago where she talked about family tax benefit part B. She framed it, at least part of it, in terms of a tax relief measure. What she was saying—and other people have said this but she perhaps crystallised it—is that family tax benefit B is a provision that gives some horizontal equity to the tax system. In Australia, as we well know, we do not have family tax. The family is not a unit and the household is not a unit for tax purposes. Prime Minister Howard was very good in articulating the basis for giving some support to families through the tax system. His point was, and the same with Judith Sloane, that if somebody is prepared to give part of their income to support somebody else then they should get some recognition for it. There should be some tax relief, because it has a social value. If we give a donation to an organisation that looks after homeless children, we get a tax deduction for it, because it is recognised in the system that there is an advantage in that for society. Civil society, or the institution of society, is enhanced by the sharing of income.

So you get this notion of horizontal equity. We have used the tax rebate originally as one means of modifying the implications of just having an individual as a tax unit. What we now have is a hybrid. It makes it a bit difficult sometimes to work out how you should deal with it. Our view is that because there is a value in looking after children in the home and because there is an argument in support of horizontal equity then in principle there should be no cut-off point in the support. But the reality is that if you are going to support the people at the bottom, the most vulnerable, you might not be able to afford that benefit. If you reduce it back, you might lose the obvious horizontal tax equity features. That is an issue that I think has to be taken into account in this debate and it sometimes can be confusing as to how you deal with it.

You have to remember that when you are talking about family income levels it's not necessarily the family income level that matters most to a workforce participation decision in relation to child care; it's the secondary income earner that is often the decision point. And so by putting a floor in relation to the child care subsidy, there is always still an incentive there and some assistance there to help the secondary income earner step in.
